CDM – A Responsible Client

In September 2017, a useful article was published by IOSH titled “The Responsible Client” https://www.ioshmagazine.com/article/responsible-client.

Focussing on the changes to the Client role under CDM 2015 regulations, in particular following the abolition of the role of the CDM Co-ordinator, it highlighted the importance of teamwork in the safe management of a project:-

“Clients have a lot to lose if they do not choose the team carefully, do not ask the right questions, do not challenge the other dutyholders at the right time, or if they do not have the skills, experience, knowledge and training to discharge their duties.

So how do clients limit their exposure to risk? The short answer is to be become informed and surround themselves with people who are both knowledgeable and capable.”

A perfect example of such teamwork in practice can be found just outside Edinburgh at the Millerhill Recyling & Energy Recovery Plant, Dalkeith, as identified by Gauged Solutions, following a recent comprehensive CDM2015 audit on the site. 

Currently in its construction phase, Millerhill RERC is a13.45MW CHP Plant designed to process 195,000 tonnes of municipal waste and provide electricity to the national grid and heat to surrounding users as part of a joint project by City of Edinburgh & Midlothian Councils and FCC Environment to deliver an integrated waste management facility for the treatment of residual waste.

Led by Andy Smith, Project Director for FCC Environment, the Client ably demonstrated its proactive role in setting high standards of health and safety and monitoring compliance across the site.

Working closely alongside the impressive management teams within Hitachi Zosen INOVA (HZI), Principal Contractor & Principal Designer and their contractors, it was clear to see why FCC Environment was recently awarded a British Safety Council Sword of Honour for its promotion of health and safety across the business.

The audit, conducted by Asgeir Nilsen, Senior Associate, identified a construction project that not only complied with the various terms of the CDM2015 but, importantly, their very ethos - to enable the project to be safely built, operated and maintained.

Not only did the detailed audit highlight evidence of best practice and CDM2015 compliance but also, significantly, real passion and commitment from the management team to create a strong safety culture.
